Carolyn Moore, member of the Division of Planning Coordination during Preston Smith’s gubernatorial administration, reviews that Division’s purpose and function. She discusses the Goals for Texas Program and the problems of maintaining it, states her impressions of staff problems and rivalries, and relates anecdotes for example.
